About Bartolo
The space between law and justice
Laws define rights, responsibilities and procedures. But the existence of a legal rule does not, by itself, determine how that rule will work in practice.
Between law and outcome lies a process — shaped by people, institutions, information, decisions, procedures and systems.
Bartolo was founded to understand that space.
We are developing methods and technology to examine the quality of legal processes: how they work in practice, where quality is strengthened or lost, and how better processes, systems and tools can create better conditions for justice.
Why Bartolo
Knowing the law isn't enough. The process has to work.
Legal systems are often evaluated through outcomes: whether a case was won or lost, prosecuted or dismissed, convicted or acquitted.
But outcomes alone cannot tell us whether a legal process worked well.
A good outcome does not necessarily mean every part of the process worked well. An unfavourable outcome does not necessarily mean the process failed.
Quality also exists throughout the legal journey — in how rights are made accessible, information is gathered and communicated, decisions are made, responsibilities move between actors, people participate, and procedural safeguards operate in practice.
Bartolo is being built around the idea that understanding this quality can help us understand something fundamental:
how law becomes process, and how the quality of that process shapes the conditions for justice.
What we're building
Legal Process Intelligence
Bartolo is developing a new capability for understanding legal processes by bringing together perspectives from procedural law, quality of justice, empirical research, measurement and evaluation, systems and process science, design and technology.
Our work begins with the development of the Bartolo Method — a methodology for understanding, measuring and improving legal-process quality.
The ambition is to turn that knowledge into practical methods, systems and technology for individuals, legal professionals and institutions.

Where we're starting
Criminal justice
Bartolo's first application will focus on criminal justice.
Criminal justice provides a particularly important environment for examining process quality: multiple actors and institutions interact across a journey in which information, evidence, decisions, procedural rights and responsibilities can have significant consequences.
It is our starting point — not our limit.
Bartolo's methodology is being developed with the ambition of eventually examining process quality across different areas of law and different legal systems.
Why the name Bartolo
Bartolo
Bartolo takes its name from Bartolus de Saxoferrato, one of the most influential jurists of medieval Europe.
His work was concerned not merely with legal texts, but with the interpretation and application of law to the realities of his time.
